Use Interactive Third Edition Volumes and Index/TOA The Index/Table of Authorities (TOA) for the third edition has links connecting a word in the index or a citation in the TOA to the location of that word or citation within a volume. Volumes I and II also have links to each other and the Index/TOA. For these links to work, download the files to the same folder or directory on your computer. The third edition Index/TOA does not work with the Annual Update to Volume I of the third edition.

General Service Administration Acquisition Manual (GSAM) The GSAM incorporates the General Services Administration Acquisition Regulation (GSAR) as well as internal agency acquisition policy. GSAR material is shaded. The shading helps users to distinguish and identify those parts that are regulatory from those that apply internally to GSA. Federal Management Regulation (FMR) The current FMR includes Amendments from FMR Amendment 2009-05, effective August 14, 2009.The FMR is the successor regulation to the Federal Property Management Regulation (FPMR). It contains updated regulatory policies originally found in the FPMR. However, it does not contain FPMR material that described how to do business with the GSA

System for Award Management The System for Award Management (SAM) is the Official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. There is NO fee to register for this site. Entities may register at no cost directly from this page. User guides and webinars are available under the Help tab.
Beta SAM The former FBO.gov, or FedBizOpps, site for agencies to post contract solicitations is replaced by Beta SAM https://beta.sam.gov/ as part of a GSA initiative "to reduce burden and to streamline the federal award process" as part of its federal marketplace strategy to consolidate 10 separate award systems.
