The Division of Technical Resources (DTR) within the NIH Office of Research Facilities (ORF) provides technical consultation, comprehensive design review, oversight, and quality assurance for design and construction documents for NIH intramural and extramural biosafety level (BSL-) 2, 3, and 4 Biomedical Laboratories, Animal Research Facilities, Aseptic Production Facilities (APF), NIH Data Centers, NIH grant projects, and the NIH Central Utility Plant (CUP). DTR conducts scientific bio-environmental research and studies to advance emerging technologies used in biomedical research facilities. DTR develops Standard Operating Procedures (SOPs) and other technical guidance for processes unique to the NIH mission. DTR ensures that all projects within DTR's purview conform to applicable regulations, codes, standards, policies, and guidelines.
DTR operates and manages the NIH Central Utility Plant (CUP), the Cogeneration Plant (COGEN), and the Central Utility Distribution System that provide all of the campus's requirements for heating, cooling and humidity.
The NIH CUP is one of the largest CUPs in the U.S.
The COGEN is the largest U.S. government cogeneration plant and also one of the cleanest cogeneration systems in the world.
