From the NIH Director: Congratulations to the 2024 Director’s Award Recipients!​​

We celebrate our exceptional colleagues at the 2024 NIH Director's Awards ceremony—specifically, 1,269 individuals who have made significant contributions to the largest biomedical research agency in the world over the past year. Their efforts have played a critical role in meeting the NIH's mission. Collectively, they exemplify excellence in administration; clinical care; customer service; emerging leadership; mentorship; mission support; research; the Commissioned Corps; work/life and well-being; and equity, diversity, inclusion, and accessibility.

For the first time in five years, we will gather in person to celebrate these outstanding achievements. I'm honored to join in this celebration and to have served as the leader of such dedicated champions of health for almost exactly a year now. We thank these remarkable individuals, as do countless people across the country and around the world, for helping NIH reach its goals and have a positive impact on millions of lives.

The U. S. Department of Health and Human Services (HHS) Program Support Center (PSC) is proud to announce the winners of our FY 2021 Green Champion Awards and 2022 Kids' Earth Day Poster Contest. These events offer HHS employees and their young relatives an opportunity to highlight existing actions and inspirations for a more sustainable HHS and world.

The HHS FY 2021 Green Champion Awards are awarded to HHS employees and contractors who have demonstrated exemplary efforts to ensure sustainable actions were completed in HHS operations, research, and processes. The NIH Director's Award recognizes the exceptional performance or special efforts that significantly exceed regular duty requirements and directly relate to fulfilling NIH's mission. The honorees' accomplishments reflect their exceptional dedication and contributions to "turning discovery into health." They have risen to the unique challenges of supporting scientific advances that enhance health, lengthen life, and reduce illness and disability. 

The Office of Human Resources conducts the Director's Awards each year. It is one of many ways we highlight the outstanding employees, work, and advances conducted at the NIH. 2021 was a record-breaking year with 3,200 awardees. Like the 2020 ceremony, the awards for 2021 are being presented virtually due to the COVID-19 pandemic.

Division of Technical Resources (DTR). Office of Research Facilities (ORF), has been approved again in 2021 as an International Association for Continuing Education and Training (IACET)  Accredited Provider.

IACET is an internationally-recognized organization dedicated to setting the highest possible standards for continuing education and training. The ANSI/IACET Standard is the backbone of leading educational programs worldwide, and IACET Accredited Providers are the only organizations approved to offer IACET Continuing Education Units (CEUs).

In order to earn Accredited Provider status, DTR completed a rigorous application process in 2010, which included a review by an IACET site visitor, and successfully demonstrated adherence to the ANSI/IACET 1-2007 Standard regarding the design, development, administration, and evaluation of its programs. The program has since maintained its Accredited Provider status by submitting a comprehensive reaccreditation application once every five years; as of the most recent reaccreditation, the DTR Training Program is compliant with the current ANSI/IACET 1-2018 Standard.

DTR is the only IACET  approved provider within NIH.



HHS honors individual Federal employees and Native American tribal members, small groups, and projects or programs that demonstrate measurable results towards integrating sustainability principles into the HHS mission and its daily operations. Key selection factors for individual, small group, and project/program awards include innovation, collaboration, return on investment, and short and long term impacts.. Even with remote work status and the extreme COVID-19 pandemic operations, our HHS workforce went above and beyond to ensure sustainable actions were completed wherever and whenever possible

The NIH Director's Award recognizes the exceptional performance or special efforts that significantly exceed regular duty requirements and directly relate to fulfilling NIH's mission. The honorees' accomplishments reflect their exceptional dedication and contributions to "turning discovery into health." They have risen to the unique challenges of supporting scientific advances that enhance health, lengthen life, and reduce illness and disability. 

This year we commend 660 employees for their superlative efforts. Despite the pandemic inhibiting our ability to gather in person to present the awards, we are honoring the recipients through a creative virtual recognition program developed in partnership with NIH IC leadership, the program will recognize these employees' valuable accomplishments.

NIH Green Labs Program, National Institutes of Health (NIH): Honored at the 2019 Go Beyond Awards Luncheon International Institute for Sustainable Laboratories (I2SL) Annual Conference,

The diverse team behind NIH's first Green Labs Program developed its collaborative initiative in 2018, developing a green labs self-assessment form and creating a set of good laboratory practices to encourage NIH's lab staff to conduct their work in an energy-efficient manner and divert waste from landfills.

Organizations, individuals, and projects that are pushing the boundaries of sustainability in their high-performance facilities are honored at the Go Beyond Awards Luncheon. As anyone who works in sustainability can attest, careful planning and management must go into every step of lab design, construction, operation, and use to maintain the extensive requirements for health, safety, and air quality.

Through the 12th annual HHS Green Champion Awards, HHS honors individual Federal employees and Native American tribal members, small groups, and projects or programs that demonstrate measurable results towards integrating sustainability principles into the HHS mission and its daily operations. DFOM: NIEHS NZE Warehouse Awards

The NIEHS NZE Warehouse construction was awarded LEED Platinum by the U.S. Green Building Council and received a 2018 Federal Energy and Water Management Program Award from the Department of Energy for leadership in the area of sustainability and energy stewardship!  

Completed Enhanced Commissioning and demonstrated that the site operated with net-zero energy use for the first year of operation. The net positive energy production was over 45,000 kWh, or enough excess energy to power approximately 5 homes in the area for an entire year.

Successful 2018 Unannounced Four-Day Triennial Joint Commission Survey
During the week of July 23 -27, 2018, the Joint Commission conducted an unannounced four-day triennial survey of the Clinical Center and ORF was a key player in ensuring it was a success.
 
This accomplishment involved extremely close collaboration between Clinical Center, ORF, and ORS staff, as well as contractors, working together tirelessly to contribute to another successful triennial survey of the Clinical Center. 
 
Patient safety is a 24x7x365 responsibility, and the Joint Commission survey measures 38 standards with 415 elements of performance for Environment of Care (LS) and Life Safety (LS) attributes of the hospital space, described in a Statement-Of-Condition (SOC). This survey involved over 2 million square feet, approximately 7,000 pieces of facility operations equipment, 4,000 exit signs, and 3,000 doors. Only 15 requirements-for-improvement were noted, of which 9 were corrected immediately; none of the issues were considered major. 
 
One of the behind-the-scenes ingredients to success was training. ORF Conducted 101 Joint Commission training sessions since the 2015 TJC survey, involving 2,676 individuals. Since its inception in 2007, ORF has trained 9,617 individuals.
 
The professionalism, teamwork, dedication and commitment of those involved are much appreciated.

April 24, 2018 DIGITAL SUSTAINABILITY – National Institute of Health (NIH)
City of Riverside, Aera Energy, NIH and Sempra renewables named Digital leaders at PI World - SAN FRANCISCO

OSIsoft gives first-ever PI World Awards to recognize organizations using digital technology to transform industrial operations

The PI World Award for Digital Sustainability went to NIH for their use of digital technology to manage the Central Utility Plant (CUP), which is one of the largest CUP under one roof in the U.S, housing five dual fuel boilers, 12 5,000-ton chillers, and a 23 MW co-generation plant. NIH collects over 34 million data points per day from industrial control systems and has implemented a large-scale calibration program. Over one million advanced calculations are conducted each day from approximately 5,000 continuously running analyses. NIH has also developed an enterprise website and provides advanced analytic tools to optimize plant operation.

As a result, NIH's cogeneration plant is one of the cleanest in the world. It has reduced carbon dioxide emissions by about 60,000 tons per year, the equivalent of emissions from 11,000 cars. With more insight and actionable intelligence, they have also increased equipment reliability and saved 10-17% per year in energy and water costs, despite increasing utility costs and building area

2016 ORF/DTR FEMP (Federal Energy Management Program) Award
The Department of Energy (DOE) Federal Energy Management Program (FEMP) Federal Energy and Water Management Awards recognize outstanding achievements in: Energy and water efficiency and conservation, Renewable energy implementation, Sustainable practices for high-performance buildings, and Fleet and transportation management.
On July 29, 2016, FEMP announced the winners for its 2016 Federal Energy and Water Management Awards, and the National Institutes of Health (NIH) Bethesda Campus Central Utility Plant (CUP) located in Bethesda, MD has been awarded the Program Award.

NIH to Recognize 12 Champions of Environmental Health Research
Twelve individuals will receive the first-ever Champion of Environmental Health Research Award from NIEHS for their significant contributions to the field. The awards will be presented Nov. 1 at the NIEHS campus in Research Triangle Park, North Carolina, to celebrate its 50th anniversary. The awards recognize outstanding researchers, leaders, and communicators that have contributed to the NIEHS mission to discover how the environment affects people in order to promote healthier lives. ORF and ORS Ethics Program received HHS 2016 Ethics Innovation Award for the Hatch Act Campaign
REVISED  “Laboratory Decommissioning Standard ;  ANSI/ASSE Z9.11-2016 
The American Society of Safety Engineers (ASSE), as the secretariat for the American National Standards Institute (ANSI), published the revised laboratory decommissioning standard ANSI/ASSE Z9.11 in February 2016.  The ANSI/ASSE Z9.11 “Laboratory Decommissioning” standard has been used successfully by national and international entities including universities, government agencies and decommissioning service providers to facilitate their laboratory decommissioning needs. ANSI requires that standards be maintained by review or affirmation of the entire document on a schedule not to exceed five years from the date of its approval as an American National Standard.

ORF’s Leo Angelo Gumapas, Environmental Engineer, DTR and DEP and partner Win First Place in HHS Idea Challenge for Emergency Response!!
Leo Angelo Gumapas and Xadean Ahmasi from Laurel, Md., partnered as a team in the idea challenge to grab first place with the creation of an integrated, internet-based system which automatically monitors and transmits essential data from DME devices to caregivers and responders to provide actionable information in support of emergency planning and response operations

2014 GreenGov Presidential Awards - Green Innovation Award for the NIH Substances of Concern Reduction Initiative  
The Substances of Concern (SoC) Reduction Initiative. was initially established by the National Institutes of Health, Division of Environmental Protection to help inform purchasing decisions for products used in its own facilities. The initiative focused on increased emphasis on toxicity reduction and health aspects of products and services used in the Federal government and was designed to complement current Federal purchasing criteria by including consideration of direct human exposure. The program resulted in a technology solution to inform a procurement of possible health, safety, security, and environmental impacts that may occur from general and specific uses. The criteria in the Substances of Concern Reduction Initiative will provide examples and opportunities to improve purchasing decisions in other Federal agencies and promote healthcare cost avoidance.The individuals that had a vital role in establishing the SoC are: Edward Rau, William "Kenny" Floyd, Theodore "Ted" Kozak, Edward Pfitser, Susan Hinton, Theresa "Terry" Leland, Shannon Jordan and Kumkum Dilwali.
 
Greg Leifer pdf documentis the federal energy program manager for the National Institutes of Health, the largest operating division of the U.S. Department of Health and Human Services. Mr. Leifer was hired in 2001 as an energy engineer to coordinate energy efficiency efforts. He focused on complying with federal energy mandates at the Bethesda, Maryland, Campus. Due to his dedication and significant accomplishments, Mr. Leifer now leads all National Institutes of Health energy and water efficiency programs, activities, data collection, monitoring, and reporting. His use of alternative financing to implement medium- and large-scale projects has become institutionalized as standard operating procedure for the organization’s energy project financing. Mr. Leifer’s leadership, commitment, and efficient use of the resources, financing alternatives, and technologies demonstrate his exceptional and sustained accomplishments at the National Institutes of Health.

2014 Crow Award Winner
CAPT Edward Pfister is hereby recognized as the recipient of the Environmental Health Officer Professional Advisory Committee's (EHOPAC) 2014 Thomas E. Crow Mentor Award. Although it has been many years since CAPT Pfister sat among the ranks of junior officers, he is still nevertheless engaged in the happenings of junior officers. CAPT Pfister’s enthusiasm and curiosity are an inspiration to junior officers. He is a leader who sets a wonderful example for junior officers through his hard work and dedication to the Corps and environmental health. Being a person who “walks his talk,” CAPT Pfister not only guides, and teaches, about the importance of adopting sustainable lifestyles, but also leads by example, which has been demonstrated through leadership on a PHS Rapid Deployment Force down to his every day actions.
 
FY13 HHS Green Champion Awards
NIH has been recognized by the Department through the HHS Go Green Award, where NIH and ORF claimed several key awards including Innovative Tools for Advance Sustainable Acquisition, Renovation of Building 16A, Green and Fit Retrofit at NIEHS, that combined sustainable design with improved employee fitness and health.
2013 OD Honor Awards Recipients

HHS/ ORF 2012 Green Champions Awards
These awards recognize and promote the excellence and creativity of HHS employees for Fiscal Year 2010 sustainability efforts to dramatically reduce greenhouse gas emissions, energy and water consumption, and pollution. 

The 2012 Robert C. Williams PHS Engineering Literary award (peer reviewed category)
This award is for the research that Dr. Farhad Memarzadeh conducted on infectious particle generated from patient cough  and the result of it was published in the “ASHRAE’s IAQ Conference on Airborne Infection Control”

The National Institutes of Health wins a 2011 ENERGY STAR® CHP Award
EPA (Environmental Protection Agency) is proud to recognize the outstanding pollution reduction and energy efficiency qualities of this project by presenting the National Institutes of Health with a 2011 ENERGY STAR® CHP Award. The other recipients of the award were the University of Massachusetts Amherst and Cornell University.

Dedicated ORF employees and contractors worked around the clock to ensure that NIH buildings and grounds were safeguarded prior to, during and after the area’s largest snowstorms.

 
Farhad Memarzadeh Awarded 2009 Top 10 Federal Engineer of the Year
Farhad Memarzadeh, Ph.D., P.E., Director of the Office of Research Facilities (ORF), Division of Technical Resources, was selected as the Department of Health and Human Services, National Institutes of Health 2009 Top Ten Federal Engineers of the Year by the National Society of Professional Engineers (NSPE).

 

The NIH Office of Research Facilities received the 2009 CTC White House Environmental Award
On June 17, 2009 at the Natcher Auditorium, the NIH was doubly honored to both host the White House “Closing the Circle” (CTC) Award Ceremony and receive one of the awards. Over the last 15 years, the White House has presented these awards to Federal employees in recognition of their commitments to improving environmental performance and conditions at Federal facilities.

 

ORF Laboratory Building Deconstruction Process Earns NIH Prestigious ‘Green’ Award
The NIH, through the Office of Research Facilities, was awarded the 2008 Beyond GreenTM High-Performance Building Award by the Sustainable Buildings Industry Council (SBIC) for its work in integrating cost-effective methods to remove hazardous waste from other debris in laboratory renovation and demolition activities.

 

AAALAC Survey
The Survey team reported that NIH has an impressive animal care & use program.  Facilities play an essential role in the animal care & use programs here at NIH and there are countless ORF personnel responsible for achieving this goal.  Especially appreciated are the folks in DPM and OA who supported this effort.

 

BSL3 Team wins FDA's "Commissioner's Award of Excellence"
At the 13th Annual Food and Drug Administration (FDA) Office of the Commissioner Honor Awards Ceremony on June 27, a group comprised of FDA and NIH employees received an award of excellence for their design and construction of an enhanced BSL-3 (Biosafety Level 3) research laboratory in Building 29A on the NIH campus.

 

NIH Earth Day Contest Inspires Student Interest and Research Representatives from NIH present plaque and congratulations to Tay Davis, first student winner of the “Name IT Contest” at a ceremony held at the high school on August 15, 2008. The NIH representatives were quite impressed by her sleuthing efforts and how she came up with the correct answer. 

 

Senators Tour New NIH Research Facility
Maryland Senators Barbara Mikulski and Benjamin Cardin on June 2, 2008 visited NIH's newest research facility, the Biomedical Research Center (BRC) in Baltimore, to support and promote scientific research. The senators' visit was a celebration of the BRC, and, more broadly, the NIH scientific enterprise.
